2003 Weekend Playing Rules

            
1. BY-LAWS
Such matters as pertain to membership, Voting, Directors, General Meetings, Extraordinary General Meetings, Duties of Officer, Affiliated Clubs, Discipline, Payment of Fees, and Audit are all set our in the by-laws of the League incorporated under the Societies Act.


2. ADMINISTRATION

2.1 Teams shall be assigned to clean and lock up the pavilion on each playing day. Assigned team, or teams which take the assignment, which fail to perform such cleaning will be subject to a fine of Fifty ($50) dollars maximum per incident. The fine must be paid within 30 days of assessment.

Teams which refuse to leave the pavilion, when requested, for cleaning and lock up by another team shall be required to clean and lock up the pavilion on the same day even though that team may not have been scheduled cleaning duty on the said day.

2.2 The League shall issue one set of keys to each new team.


3. REGISTRATIONS

3.1 Clubs

(A) Applications from clubs must be in the hands of the League Secretary
by the close of the semi-annual meeting.

(B) Each new team upon being accepted shall pay a non-refundable entry fee   of Three hundred dollars ($300.00) at the Semi Annual General meeting which will be part of their annual fee.

(C) A new team is defined as a team, which did not play in the League in the previous year.  However, a name change by any team, which is duly approved by the Executive, shall not constitute a “new team” for the purpose of the item 3.1 B above.

3.2  Players

Each club shall register its players with the League Secretary on or before
the beginning of the season. Players joining clubs after this date must be registered by their club within three days of first playing for it.  See also rule 6.  The Secretary shall maintain an up-to-date register of players posted on the notice board. Only players who have played a minimum of three League games for a team in any one season shall qualify to play for that team in the knockout competition. Only one player registered in another league may play for a team in an official league game. This player may only play 1 game in a C&DCL Season. Guest players who are not registered in another league must be registered by the Thursday following the first game they played in order to play future games.

3.3  Unfinancial Players

At the beginning of each season each club may submit to the League Secretary, a list of the players who have not paid their club dues for the previous season. These players will not be allowed to play in the new season for any other club unless these players have settled their debts from the previous season.  Notice of this settlement must be given in writing to the League Secretary by the club, which originally submitted the players’ names.

3.4  Junior Players

(a) Encouraging and developing junior players is an objective of all levels of cricket administration throughout Canada.

(b) The League shall provide financial and coaching assistance to the best of its ability, in particular through the formation and continuance of a Colts team participating in regular League matches.

(c)A Junior player is a player who is under the age of 18 years and a Colt is a player who is between 18 and 25.

3.5  Floaters

(a) No player shall play for more than one team at a time except that:

(i) The designated coach of the Colts for the season shall be able to play for the Colts and one other registered team.
(ii) Any player registered on the “floating list” shall be able to play for any or all registered teams during the season in which he is registered as a floater
(iii) Juniors (under 18) can play for their registered teams (if any) as well as any other team when their teams do not need them subject to 3.5(b).

(b) The “floating list” shall be approved by the Executive and registered by the League for each season. Colts must also be registered on the floating list before they are allowed to play for any other club.

(c)“Floaters” are not eligible to play for any club during the knockout competition, except the one with which they are duly registered.

(d) For the purpose of determining the winners of the bowling and batting trophies, only the runs made or only the wickets taken by any “floater” or Colts/Junior Coach in games played for the team for which the floater of the Colts/Junior Coach is duly registered, shall count.

(e) No teams shall be able to play a game with any more than three (3) floaters in a playing eleven in any one game.

(f) Special Floater Clause - Division 1 players who are not already floaters (as above 3.5 a. iii) will be allowed to FLOAT for premier division teams with the following restrictions:
i.)They can only play for a premier division team for which they are registered.
ii.)They can only float for the premier division team with which they are registered as floaters when their division I club is not playing on the same day
iii.)They can  be a maximum of two such floaters per premier division team per game
iv.)They can transfer between premier division teams during the seasons (as per Section 6 – Transfers)
v.)Premier Division teams can only register a maximum of five division 1 floaters for the season.

4. FEES

4.1 Membership dues for each club and affiliated body shall be fixed at the semi-annual meeting at the beginning of each season and must be paid in full by May 15th of each year. A penalty will be assessed against any club, or affiliated body that fails to pay its full dues by May 15th.  The penalty will be as follows:

10% levy on unpaid balance as of May 15th.

4.2 Any club, which duly registers a team in the League, and subsequently withdraws from the League, will forfeit all of its dues already paid.

4.3 Clubs delinquent in the payment of their fees by May 31st shall be ineligible to play in the League competition, until payment is made in full to the League Treasurer. All points for games missed during the suspension will automatically go to the teams that the suspended team should have played. If the team does not return to the league in that season then points become void for the entire season.

5. LEAGUE SCHEDULE

5.1 Each team is entitled to only one weekend off during the season. Teams shall notify the League of the dates required by April 30th . Teams are entitled to use any vacant pitches only upon approval by the League Executive.

5.2 The schedule shall be finalized and published no later than the end of the first week of May (including Hinston knockout matches).  No changes will be made to the schedule after April 30th (with the possible exception of unforeseen circumstances, touring teams from other provinces, or countries, or due to ACA/CCA fixtures).

5.3 The Executive must approve all changes.  In the case of unforeseen circumstances, all affected teams must agree on the proposed changes before any games can be rescheduled.

6. TRANSFER OF PLAYERS

Any senior player who plays for any teams during the season (unless only as a substitute fielder), or who is on the team’s registered list of members, shall be allowed to transfer from one team to any other team only under the following conditions:

(a) If the team for which he is playing folds during the season and this is officially communicated in writing to the League Secretary, or if a written application is made by the said player to the League Secretary together with a letter of eligibility of release from his club.  A duly authorized officer of the club must sign this letter. If a player wishes to change his team at the commencement of a new season, he is subject to being released by his old club for financial reasons only.

(b) If any team refuses to release a player, that player may appeal to the League Executive, and that body shall decide the issue.

(c)A player requesting a transfer shall immediately cease to play for the team for which he has been playing, and shall sit out two (2) scheduled games of the team to which he proposes to transfer.  These two (2) games shall be counted from the time the League Secretary has received the said application. In the case of a team folding during the season, then the
waiting period is reduced to 0 games once the League secretary has been duly notified of the folding.

(d) The League Executive may deny the requested transfer, if the apparent purpose is to realign team members to convey an undue advantage to another team, based on actual or anticipated results.

7. PLAYING RULES

7.1 Hours of Play

1st innings12:30 PM to 4:00 PM (May,June,July)
12:00 PM to 3:30 PM (Aug, Sept)

Interval between innings 20 minutes

7.2 The team batting second shall receive the same number of overs which it bowled by the designated time provided it is not penalized.  If the team batting first was all out or declared before it had batted for 50 overs and was not penalized, then the team batting second shall receive 50 overs. However, the penalties of 7.6 (b) govern.

7.3 Matches will consist of one inning per side, each inning being limited to 50 six ball overs and each bowler to 10 overs.

7.4 If bad weather does not delay the start, or reduce the number of overs of the first innings then even if 50 overs have not been bowled the first innings must conclude at the designated time.

7.5 A. If bad weather delays the start of the match, the number of overs will be rearranged so that each side bats for the same number of overs.  (This will be decided by the respective captains in the presence and with the agreement of the presiding umpires). To ensure a  result each side must bowl at least 25 overs. In this instance the 1st innings may finish after the designated time (7.1). The reduction of total overs shall be calculated at the rate of 4 minutes per over;  the limit per bowler is the reduced total divided by 5 to be decided before the start of the game. Once a game has started, the number of overs which may be bowled by each bowler shall not be changed

B. Umpires are given the discretion to adjust overs when there is a delay in the start of a game due to circumstances where neither team is to blame (ie. Poor playing conditions)

7.6If the team fielding first fails to bowl 50 overs in the designated time;

A.The over in progress shall be completed and the innings terminated.  The innings of the team batting second shall be limited to the same numbers of overs as it bowled less the number of overs that it did not bowl except as in 7.6 (B).

Example:
Team bowling first bowls 45 overs
Penalty is 50-45 = 5 overs
Team batting second bowls 45-5 = 40 overs

Team that bowled 45 overs will bat 40 overs

BIf the start of the game is delayed because the home team did not have the ground prepared on time, or because either team was tardy, the following shall apply (as shown by examples):

(I)Team X causes the start of the game to be delayed by 24 min.

(II) Team X bats first;  then it is only entitled to receive as maximum: 24 min divided by 4 equals 6 less overs, therefore 50 – 6 = 44 overs.  Team Y shall bowl 44 overs by 4:00 PM, if not then penalty in7.6 (A) applies.

(III) In this case team Y is entitled to bat for a maximum of 50 overs, provided team Y bowls 44 overs before designated time.

(IV) Still as in B(I) above, but team Y bats first then time shall be extended by 24 min and team Y shall be entitled to receive 50 overs.

(V) Still as in B(I) above if team Y is all out by designated time, team Y bowls 44 overs.

(VI) Still as in B(I) above, if team Y is not all out by designated time and team X bowls only 40 overs in designated time, then team X shall be penalized. Team Y shall bowl (40-10 –6 = 24 overs)

CNotwithstanding any other rule; if a team causes a delay in the start of a game it shall bat for not more than the number of overs which the non-defaulting team batted (all out, time, declared, etc.)

DIn case of rain or other stoppage of play, the presiding umpire should make the decision and recalculate the numbers of overs to be bowled.

EThe game should start no later than 2 hours after the scheduled starting time. The team that is guilty of starting the match late must forfeit the match, and two points shall be awarded to the non-defaulting team. Teams (at least 7 players) must be present during the 2 hour waiting period.

FThe team fielding second will not have a time limit to bowl their overs, and the game is played in its fairness.

7.7The Result

A Win

(a) A win can be achieved only if both teams have batted for at least 25 overs, unless one team has been all out in less than 25 overs, or unless the team batting second scores enough runs to win in fewer than 25 overs.  All other matches in which one or both teams have not had the opportunity of batting for a minimum of 25 overs shall be declared “Abandoned” (7.9)

(b) Matches in which both teams have had an opportunity of batting for 50 overs in an uninterrupted match the team scoring the higher number of runs shall be the winner.

( c)If the team batting second has not received the allotted number of overs and has not been all out and has not passed its opponent’s score, the following shall apply:

If the game is abandoned or suspended before the second team receives its allotted overs the result shall be based on the average runs per over bowled provided at least 25 overs have been bowled in each innings.

7.8A Tie
(a) In the event two scores are equal in a round robin league games then teams shall share one point each.  IN a playoff game or a knock out game, where results is a must then the team which received the fewer number of balls to amass its score shall be declared the winner.

(b) If the two scores are equal and the number of balls received are also equal, the team losing the fewer wickets shall be declared the winner.

(c)If the two scores, the number of balls received and the number of wicketslost are all equal, the result is a tie.

7.9Abandoned Game

If any team has not received at least 25 overs and has not been completely dismissed (see 9.1 and 9.2), such a game shall be treated as “Abandoned” and no points shall be awarded and the game shall not be replayed.

7.10Points

The points shall be awarded as follows:

7.11One water break shall be allowed per hour of play, but the first break may only be taken after the first hour has elapsed in an innings.

7.12No match shall commence if either or both teams have less than seven players present up to 30 minutes after the scheduled start of the game. If one team has less than 7 players present, it shall forfeit the match. The non-defaulting team/club shall receive 2 points.

7.13A win by forfeit must be reported to the League Executive by the captain of the winning team.

7.14Any team or club who fails to show (as described in 7.12 above) for three or more games in any one season shall be automatically disbarred from playing in the League the following season.

7.15League standings shall be determined by highest points per game played average. In the event two or more teams have the same average, the tie breaker(s) will be based on the following:
i.Head to Head result(s)
ii.Net run rate

8. PROTESTS AND APPEALS

8.1 The presiding umpires shall be the sole authority for settling disputes on the          
field of play.

8.2 A. Any registered member of the League or spectator may lodge a complaint against any other member of a club or team of the League for unsportsmanlike conduct that is prejudicial to the well being of the League. Such a complaint must be made in writing to the Secretary of the League within 10 days of the alleged incident and can be made against either a playing member or non-playing member. A hearing must be held within 14 days of the complaint being received by the executive as per 8.3.

B. In cases where a player’s conduct towards the umpire or the opposition, is judged by either umpire to be unsportsmanlike or prejudicial to the well being of the League, the umpire shall file a written complaint to the executive. Such a complaint must be made in writing to the Secretary of the League within 10 days of the alleged incident. A hearing must be held within 14 days of the complaint being received by the executive as per 8.3. The player(s) involved as well as the team captains will be called to such a hearing. Captains of the teams may be found guilty of an offence even if not named in the report.

8.3 The League Disciplinary committee shall meet as soon as it is practical to review  the complaint. The Disciplinary committee shall hear evidence from the complainant(s), defendant(s) and their witnesses in an effort to resolve the matter. The Disciplinary committee shall determine if the League rules or the spirit of the game have been contravened and if they have, the Disciplinary committee shall reprimand, fine and/or suspend the offending parties for a period of time which is commiserate with the severity of the offense.  The Disciplinary committee must present a written judgment to the parties of the hearing.

8.4 Any party to the dispute may waive his rights to being heard by the Disciplinary committee, but the League shall give notice of the hearing to the complainant and the defendant.

8.5 Any person who has been found guilty by the Disciplinary Committee may appeal the decision of the Disciplinary Committee to the Board of Directors of the League.  Such an appeal shall be in writing and shall be presented to the League Secretary within ten days of the judgment being given to the parties concerned.

Any penalty assessed against a player shall apply until the dispensation of any appeal by such a player.

Such an appeal shall only be allowed on one of the following grounds:

(a) Severity of sentence

(b) Denial of due process as outlined in ITEMS 8.2 through 8.3 inclusive.

The letter of appeal shall specifically and clearly state the grounds for the appeal.

Only the complainant and the defendant or their representatives shall have the right to present arguments at the appeal hearing. For the purposes of hearing an appeal as described above, the members of the BOD hearing such an appeal may not include any of the persons (except for the president) who comprised the first panel that heard the matter. Such persons may not vote on the matter except the president in case of a tie.

8.6 The BOD may deny an appeal hearing if the BOD judges that the appeal is inconsistent with ITEM 8.5 or if it is felt that the appeal is based on frivolous grounds.

8.7 The decision of the BOD on all matters relating to discipline, protest, appeals, etc. shall be final and binding. No bodies to which the C&DCL is an affiliate or of which C&DCL may be a member will have any right to review, accept, reject in any way the decision of the BOD.

9ABANDONED GAMES

9.1 If in the opinion of the presiding umpires or in their absence the captains, conditions render play impossible, they should declare such game abandoned. 

9.2 If the play has not commenced two after the designated start time, such game shall be declared abandoned.

10RESULTS

10.1 A suitable box shall be placed in the pavilion. The captain of each team is responsible to submit a complete score sheet that is provided by the statistician. The score sheets shall be signed by both captains and the winning captain shall deposit them in the box by Sunday of the same weekend.

10.2The League Statistician’s published figures for the League championship shall be considered to be final unless protested in writing to the League Secretary no later than one week after posting on the notice board.  The figures shall be posted no later than the day of the final knockout game, or if there is no knockout, one week after the final league game.

11SCORE BOOK

Each team shall keep neat and accurate score books and these shall be made available to the Executive and Statistician if and when required.

12MARKING OUT GROUNDS AND LAYING MAT

12.1 The marking out of the ground and the laying of the mat shall be carried out by the home teams and they shall have the ground marked out and the mat laid and stumps in place to ensure that the game starts on time. The home teams shall be responsible for the removal and proper storage of the mat and the equipment, including chairs, tables, and garbage. Failing to do so will result in a fifty ($50) dollar penalty for each incident payable within 30 days.

13WEARING APPAREL

All players shall wear whites for trousers, shirts and sweaters. No metal additions to the heels and soles of footwear will be tolerated. Crepe soles are recommended. If, in the opinion of the umpire, any player is damaging a mat he shall be ordered to leave the field and must remove his footwear and replace them with suitable ones.

14ANNUAL PREPARATION AND UPKEEP OF THE PAVILION AND GROUNDS

14.1 The Clubs will be requested from time to time to assist with the preparation of and repairing of the pavilion, grounds, equipment, etc.  All teams shall provide the equivalent of 3 players for 5 hours (15 man-hours) for each spring workday.  Failing to provide will result in a penalty of $20.00 per hour to the team. Teams may be requested to supply manpower for work at other times. The same rules apply.

14.2 Bowling Machine: Rules shall be made by the Executive for the use of the bowling machine.

15PAVILION MANAGER

All matters pertaining to the proper use and upkeep of the pavilion shall be under the jurisdiction of the pavilion manager who will be selected at the semi-annual meeting.  The manager, together with the Executive, shall make rules for the use of the pavilion.

16GROUND RULES

Large Pitch

The boundaries are to be marked inside the trees so the only possible problem can be overhanging branches.  If the base of the tree is outside the line any branches hanging over the playing fields will be treated as follows.

(a) If the ball hits any part of the overhang and falls inside the boundary, it will be four (4) runs. If the ball hits a branch and falls over the boundary it will be six (6) runs.

(b) The batsman cannot be out-caught- if the ball hits any part of the tree and is caught by a fielder.

Small Pitch

If the boundary is marked up to and beyond the tree and sightscreen on the south side, those two objects are in the field of play.  If a played ball hits either, it is four (4) runs.  The same applies to the north sightscreen, which is permanently inside the field of play. A fielder cannot lean on them and make a legal catch or stop the ball.  If the boundary line is marked inside the tree and sightscreen on the south end, only overhanging  branches could influence play.  (See rules under large pitch)

The trees on the northeast corner are part of the boundary.  Fielders cannot lean on them to catch or stop the ball.  If the ball goes under the trees it is four (4) runs and if the ball clears the trees completely it is six (6) runs.

17DISPLAY OF PLAYING RULES

The playing rules shall be displayed in the pavilion and shall be furnished to each club Secretary before the start of the season.

18PLAYERS

The names of the full team including a twelfth man must be submitted to either umpire by both teams before the toss.

19SELECTION OF REPRESENTATIVE TEAMS

19.1 All teams and team managers representing the League shall be chosen by a selection committee comprising of (5) five members.  Four (4) members shall be elected at the semi-annual meeting. The president of the League or his designate shall chair this committee. The chairman shall have a vote as the 5th member of the committee and shall have the casting vote in addition.  The quorum for this committee is four (4) members.

19.2 Members of the selection committee, including the chairman, are not eligible for selection for any teams representing the C&DCL.

19.3 All players selected to represent the League must attend practice sessions as specified by the duly appointed captain and/or manager of the said team.  The captain or the manager must be informed by any player of his inability to attend, or about his absence from any session. Reasonable excuses shall be furnished in all cases.  The manager or the captain shall inform the selectors of any unbecoming behavior of any player selected.

19.4 In the event that any player becomes unavailable for the game, the chairman of the selection committee shall make suitable replacement in consultation with the committee.

20UMPIRES

20.1 Each team should send a minimum of 3 candidates to attend an umpiring clinic. They should be encouraged to write the CCA level 1 examination and, if successful, join the Provincial Umpires Association as a qualified umpire.

20.2 There shall be an “Approved Umpires” list published by the Executive at the start of the season.  Only persons with minimum level one, and those who have taken an approved umpire’s clinic that particular year and plan to write level one shall be on the list.

20.3 The League shall designate neutral “presiding” umpires for each game. In case only one designate umpire appears then the team batting on the other pitch, or failing that, the batting side will provide the square leg umpire. Only umpires on the list (20.2) shall be designated official League umpires. An official umpire is to receive payment as set by the league. All persons listed as Approved Umpires must attend the review sessions each
year.

20.4 Should no qualified umpire appear, umpires mutually agreeable to both captains shall be appointed.

20.5 The umpire’s decision is final. A team may, however, report what it considers to be unsatisfactory performance to the Executive, which is responsible for deciding and explaining only matters of interpretation.

20.6 An umpire who leaves the field of play before the end of the match shall not be paid unless it is an emergency or is cleared by a member of the executive and a suitable substitute is found.

20.7 In the event that a League appointed umpire does not show for a game without giving reasonable notice to the League, the individual shall be penalized by the executive by deducting one match fee. In addition the League Executive may elect to strike that individual from its roster of approved umpires for that season.

20.8 The umpire shall assess the situation in case of a late start and penalize the team responsible.

20.9 The Umpire must file a written report for incidents in the game that affect the spirit of the game within 10 days of the incident.

21WIDE BALL RULE

21.1The home team is responsible to mark a wide ball line on both sides of the wicket on the bowling crease which is exactly 24” from the middle stump and visible to the umpire.

If a ball pitches outside the off side wide ball line and swings or spins and breaks the plane of the “popping” crease inside the line, then the ball is considered a legitimate delivery.

If a ball pitches inside the wide ball line and swings or spins and breaks the plane of the “popping” crease outside the line, then it is consider to be a wide ball.

21.2 The 24” wide ball line only applies to the offside of the batsman.  In accordance with the ICC rules, a ball bowled outside the batsman’s leg stump and not played by the batsman or touched the batsman in any ways will be considered a wide.

22AUTOMATIC DEAD BALL RULE

Any ball striking the edge of the matting or a spike in the matting and behaving in an unusual fashion shall be a dead ball.  Another ball shall be bowled if a ball becomes
dead.

23TROPHIES

The Executive shall post in the pavilion a list of the trophies that can be won by the players and teams and coordinate a presentation of trophies after the end on the season.
Criteria for trophy winners will be draw up by executive and posted in the pavilion.
